School Rating - A Victory Of Sorts?

Some of you will be aware that Local Government New Zealand recently made a submission to the Government Administration Committee on the Statutes mendment Bill (No.3). Amongst its provisions, that Bill proposed amending the new Rating Act (it had not even become law when the Bill was drafted) to allow the Minister of Local Government to make regulations after 1 July 1004 prescribing how local authorities will assess rates for sewage disposal in relation to schools and educational establishments
